Cisco Bug: CSCsz08981 - [NavDiag-6.2.31.2] Reset Counter not Cleared, after CPE Power Cycle.

Description (partial)

Symptom:
1. Have 2 or 3 SMX in a  BTS,
2. Make sure that all SMX are in Sync with corresponding BTS,
3. Enable Logging in NavDiag for all the CPE's,
4. Now, Power Cycle all the CPE's,
5. Make sure all the CPE's come up and complete NE,
6. Reset Counter Field is not getting cleared after CPE Power Cycle.
7. Attached the NavDiag Logs for the same.
Conditions:
