Description (partial)

Active expiring licenses continue to expire even when application fails 
to start or offer services.  This may be seen using 
<CmdBold>show license expiring<noCmdBold>.

The customer has activated a built-in evaluation license via 
<CmdBold>license activate<noCmdBold> or has installed an
extension license via <CmdBold>license install<noCmdBold>,
and has reloaded so that the license has become active.

This license has the highest priority so it has become active.

The application (CUE, TCV, etc.) fails to start due to application
issues such as more CUE mailboxes than the license allows or more 
TCV users than the license allows.
