Description (partial)

Symptom:
Faxes into a gateway from an E1R2 circuit to a T.38 fax server fail.

Conditions:
The issue is seen when calls come in an E1R2 circuit and direct-inward-dial is configured, and the call is sent to a T.38 fax server.  The DSP fails to download the T.38 codec during the switchover, so the fax call fails.
