Cisco Bug: CSCsz06104 - chdlc-ma shall not sync with L2VPN_mgr when no l2transport configuration

Known Affected Releases
Symptoms: The line protocol will not come up on cHDLC interfaces after the process starts up, though the interface state is up and connectivity with a peer cHDLC encapsulated interface is expected. The output of 'show chdlc interface' indicates that keepalives have 'start pending' and keepalive sequence numbers are not updating. The reason is that the cHDLC process is unable to sync with l2vpn_mgr which is done before starting packet processing. Conditions: The l2vpn_mgr process being shutdown (accidentally shutdown due to CSCsz09602) can cause this. This may occur in low memory conditions on the RP. Missing messages from l2vpn_mgr (ie. another defect) can also cause this.
