Description (partial)

Symptom:
 PROV-MISMATCH alarm is raised against a SFP after a ASAP or TSC card reset
even with the correct reach and wavelength selected.
 
 Conditions:
 Issue is only with the 15600 when using the ONS-SC-2G-52.5= SFP (TU 1552.52 OC48 SFP) and other DWDM SFP/XFP wavelengths.  Wavelengths listed below:
