Description (partial)

Symptom:

TCP crashes with an assertion "SEQ_LEQ( tcpcb->tp_snduna, tcpcb->tp_sndmax )".

Conditions:

Packet buffers are exhausted while TCP is attempting to actively open a BGP session with remote peer. The lack of packet buffers causes TCP to fail to send a SYN segment but the error is ignored and internal state is updated as if the SYN successfully went out. The incorrect state results in an assertion later.

This crash is likely to happen only if a large number of BGP session (> 2000) are configured and the other routing protcol scale on the router is very high to result in packet buffer depletion.
