Symptom:

mpls_lsd process continuously restarts after RP failover or process restart of mpls_lsd

Conditions:

The router is initially configured with a certain label range via the use of "mpls label range"
command and a set of mpls routes are created on that router.  After those mpls routes were removed,
the router's label range is changed to a new range and the same set of mpls routes that was removed
is then re-created again on the router soon after (less that 30 minutes after the route removal). 
This is then followed by a restart of the mpls_lsd process or a RP failover.
