Symptoms:
MSDP sessions flap after an NDSC RP failover. This was seen with and without Inactive peers.

Conditions:
During an NDSC RP FO, the routes to the MSDP peers might change (move to max-metric and come back to
normal metric, for example). In a Multi-Chassis (4+1, in this case), MSDP is blocked for a long time
on ARM/sysdb_mc and that causes the Established sessions to flap. The failure has been seen only in
a Multi-Chassis system.
