PBR set vrf in hardware on the catalyst 6500(Earl7 based) behaves differently from IOS PBR when a destination address lookup on the vrf route table does'nt produce a match.

In IOS PBR set vrf if a destination address look up of the packet on the set vrf's route table doesnt produce a result, the set vrf is ignored and packet is forwarded based on the subsequent set clause in priority, or forwarded normally in the absence of other set clause's in the policy. 

Seen only when PBR set vrf is performed in hardware on the catalyst 6500 on  a packet that does'nt have a matching route in the vrf's route table.
