Description (partial)

Symptoms: Standby router reboots continuously and comes to the prompt only
after second or third attempt. 

Conditions: When the standby is booting up, during the startup bulk sync, Cat6k
QoS Manager client will time out after 30 seconds (depends on load on the box).
Due to stress QoS config, during bulk sync, the standby is taking more time,
and this triggers active to reset the standby.
