Description (partial)

Symptom:
  Topology is as follows
   router1----router2-----router3
  
  router1 and router2 have loopback address 10.123.2.1/32. It's the same
 address, but it's a stub and goes nowhere. 
  
  I add a static to the next hop from router2 to router1 and all is good -
 Config looks like this and ping works - 
   
  router static  
    address-family ipv4 unicast
     10.123.2.1/32 10.1.11.1
    
  Add a second static to the other router (router3),  ping now fails to 10.123.2.1 
  
   router static  
    address-family ipv4 unicast
     10.123.2.1/32 10.1.11.1
     10.123.2.1/32 10.1.19.1
