Description (partial)

Symptom:
With BGP configured for NSF, doing a RSP switchover results in TCP reset request not sent in time to the peer resulting in BGP flaps.

Conditions:
During RSP switchover, the newly active RSP need to send TCP reset signal to the peer. But, due to a timing condition the TCP reset signal was not sent in time causing BGP to flap.
