Symptom:

- SPA HEARTBEAT

- SPA becomes stuck 

Executing  "sh controll frf qm reg x" and seeing the following:
Interrupt Status Register:  0x4100000000000000. 
it is because it is stuck. Usually 0x40 or 0x41.
If it was free, it should be 0x0000000000000000
