Description (partial)

Symptom:
  
  Packet loss in VRF is observed sometimes when primary route reflector session
is down and then comes back, in the same RD case.
  
  Conditions:
  PE routers run IOS-XR, and import thread is busy, UUT has redundant RR
peering and receives prefixes with RD same as configured locally for a vrf
(same RD case). Traffic loss is seen when primary RR comes back after temporary
disconnect.
