Description (partial)

Symptom:
When ASR1002 receives and transmits IPv4 packets with IP options,
there seems to be no problem at first, but it suddenly stops punting packets
from CPP to RP.

Conditions:
This problem was seen when ASR continuously receives packets with
Strict Source Record Route IP option from a packet generator.
