Description (partial)

Symptom:
standby supervisor stays in initialising state after switchover and the following sequence of syslog messages is seen:

  %CALLHOME-2-EVENT: HARDWARE_INSERTION
  %SYSMGR-STANDBY-5-CFGWRITE_STARTED: Configuration copy started (PID 2202).
  %SYSMGR-2-GSYNC_ABORT: Global sync aborted by signal.
  %PLATFORM-2-MOD_REMOVE: Module 8 removed (Serial number JAE1234ABCD)
  %CALLHOME-2-EVENT: HARDWARE_REMOVAL

Conditions:
this issue will be seen if the global sync process is interrupted on the active supervisor and does not complete. this may occur if the standby is rebooted while it is booting.

this issue is the result of incorrect error handling and is resolved in later code.
