Description (partial)

Symptom:
customer has 7200/NPE-G1 + 12.2(33)SRD1 trying to EXP to COS marking. CU runs MPLS over ethernet back haul with 3560 switches at each end. And these switches are not under MPLS and are unable to perform QoS based on EXP bits. So CU set the COS value based on EXP value on this P/PE router (7200).
