Description (partial)

A callee may experience a phantom INVITE from the SBC when the path
to the callee is down and then recovers after the caller has geven up.
The most likely scenario is when using redundant SBCs and TCP.  A call
is initiated using the primary SBC and the callee path is down.  The
caller will giveup on the call after some period(default is 32 seconds).
At this pointthe caller will try and initiate the call using the secondary
SBC.  At some point later the original path to the callee is available
and the primary SBC will continue to retransmit the original INVITE
resulting in a ring at the callee for a call that no longer exists at
the caller.
