Description (partial)

Symptom:

When a RP switchover is performed during sessions tear down, there are lots of stale objects and pending issues afterwards; and the QFP QoS queues and schedules are not freed after
the sessions are torn down.

Conditions:

ASR1006 as LNS with dual RP1 and FP10 has 16,000 sessions established with Model D2 QoS.  
While the sessions are goining down, a RP switchover is performed.  After the switchover is completed and all sessions are torn down, there are lots of stale objects and pedning issues in FP object-manager, and those QoS queues and schedules are not freed.
