Symptom: CMTS sends DBC to CM to change primary DS. Conditions: VDOC broadcast feature is configured such that multiple RCCs in the same mac-domain have exact same frequencies for the primary bonding group, but the primary frequency is different. For example, if we have f1 and f2 as the primary BG frequencies, then rcc1 (f1f2f3) and rcc2 (f1f2f4) will have first two frequencies as f1f2, while rcc3 (f2f1f3) and rcc4 (f2f1f4) will have first two frequencies as f2f1. With this configuration, the CM is first online using rcc3 and the CPE sends an IGMP join for channel corresponding to f3.
