Description (partial)

Symptom:

When an L3 OOB user is logged in, the agent will continue to send SWISS packets. L3 discovery packets (UDP 8906) make their way to the CAS and can cause the agent to pop up and try to login again since an OOB agent has no idea whether or not it is actually logged in. 
Conditions:

NAC L3 OOB deployment using the NAC agent.
