Description (partial)

A corner has been identified that will result in the low level XC software to improperly count an extra STS toward the maximum number of STSs that can be used for VT cross connects.  The symptom after the cross connect will be the circuit downstream will declare UNEQ-P alarm on the STS.

Conditions that lead to this issue is:
Creating a 1st VT cross connect on the STS while the following conditions exist:

1. 1st VT circuit created on the STS is Unidirectional circuit in IS/IS-AINS state with 1+1 port is source of the cross connect. A 1+1 protection group switch status does not matter at this tme.
2. A 1+1 protection group is now in a switched state
3. 2nd VT circuit on the same above STS is created in OOS-DSBLD state. circuit can be uni or bi-directional.
4. Any circuit created afterwards (uni or bi-directional) with IS state
Whenever there are circuits which happen to fall into the above sequence, then an extra STS will erroneously be utilized.
