Description (partial)

The CSS couldn't activate some of content. The CSS report 
"%% Content already exists"

This symptom was found in sg820201 and sg820303.
In sg820101, this symptom was not found.

This issue due to same url strings bytes include ":<port>.

    url "//www.cisco.com:443/test/a/*"  <--25byte
    url "//www.cisco.com/test/admin/*"  <--25byte

<root cause>
The url check process stopping at <:> after same url length was activated.          

The CSS couldn't activate some of content include url command <:port>.

Symptom: 

The CSS couldn't activate some of content. The CSS report 
"%% Content already exists"

This symptom was found in sg820201 and sg820303.
In sg820101, this symptom was not found.

<root cause>
The url check process stopping at <:> after same url length was activated.

 The symptom is a clear, brief description of the problem symptoms  
that help the customers match the bug to something they see in     
 their device.  Any commands should be in bold print, and any       
command argument placeholders should be italicized by using the    
<CmdBold>, <noCmdBold>, <CmdArg>, and <noCmdArg> directives
