Description (partial)

Symptom:

When an access-list is attached to an interface under conditions of extreme hardware resource exhaustion, the ACL may not be automatically loaded into the hardware even if hardware resources later become available.
Conditions:

The issue may occur when an access-list is attached to an interface when the hardware is so heavily used that there are zero TCAM entries available for the new access-list to use.
