Description (partial)

Symptoms: Router crashes when we send multiple access packets for same username
when configured for RADIUS Load Balancing (RLB).
 
Conditions: Occurs with the following topology

CLIENT----->RLB----->SERVER

Client sends multiple access retry packets to server and router crashes after a
period of time. This issue will be seen in cases where multiple access requests
are seen for the same username, and 60 seconds expire since the arrival of the
first of such access requests, before an accounting start for the same username
is seen.
