Administration Center Help Pages state the following about the 'Allow Internet Access' setting.

"Whether this user can schedule meetings on a Web Server in the DMZ.

    * Yes—User can schedule web meetings that are accessible by anyone on the Internet or intranet. By default, meetings scheduled by this user are held on the Web Server in the DMZ.
    * No—User can schedule web meetings for users on the intranet only.

Default: Group default (No) "

This would mean that setting it to 'No' restricts users from scheduling external meetings.  This is not the case, and users can change the meeting to external when scheduling.
