Description (partial)

Symptom:

On a Multichassis 4+4 system, we notice the following issue during boot, 
upgrade, reload of 
various types (power cycle, reload CLI)

Flood of:
Sysdb timeout messages from various processes, indicating potential transport 
issues,
Online diagnostic errors indicating the diag configuration will not work.
This may be accompanied by process restarts as well

Conditions:

This has been observed on a 4+4 Multichassis setup scaled with 64 Linecards.
