Cisco Bug: CSCsy82511 - Fix show module provision switch display and card insertion event issue.

Symptom: 1. "show module provision switch" cli displays unsupported modules when they are inserted in the slots. 2. CLI to remove the module provisioning slot from database also removes the entry even when linecard is present in the slot. Two corner cases:: 1. When inserting different card type to slot that earlier has existing module provisioning information , the new card information is not maintained if user does not issue command to save it to startup-config. Configuration could be lost for this newly inserted card after reload, especially for standby switch linecards. 2. Same situation like 2, but it only happens during booting up of standby switch when the slot earlier was a VSL configured linecard and config is dirty on the active switch(by just entering config mode). A unnecessary VSL running-config mismatch condition would occur. VSS system will go into RPR mode. Conditions: 1. The symptom would occur when issuing this command in VSS system when unsuppported VSS modules are in the slots. 2. When issuing these commands when linecard(s) is(are) present in the slot.: a) no module provision switch <1|2> b) Under module provisioning switch command, issue subcommand, for example: no slot 2 slot-type 227 port-type 60 number 8 virtual-slot 33 Corner cases: 1. The symptom would occur, for example, with the following sequence of operations: a) Replace a linecard in the slot on the standby switch with a different type of linecard. b) Apply configuration to the new linecard. c) For some reasons, remove the linecard from the slot. d) Save configuration to startup-config. e) Reload the VSS system. f) Configuration for that standby slot will get parser error when VSS comes up again. g) Need to insert the card back and bringup that switch as active switch as a workaround. 2. On the standby switch, replace a VSL configured linecard with a different card type. Only bring up VSS active switch first, enter configuration mode. Then bringp standby switch. VSS system will come up in RPR mode due to running-config mismatch
