Description (partial)

Symptom:
 
 In a CRS-1 multichassis router runing IOS-XR, when a fabric link port changes
state to down and up, following messages are logged
 Example:
 SC/F0/SC0/CPU0:Mar 28 17:36:32.847 : fsdb_server[127]:
%FABRIC-FSDB-3-ERR_BUNDLE_LINK : 1 link down
 in bundle F0/SM22/FM/1 on plane 7 
 SC/F0/SC0/CPU0:Mar 28 17:36:33.557 : fsdb_server[127]:
%FABRIC-FSDB-3-ERR_BUNDLE_LINK : 0 link down
 in bundle F0/SM22/FM/1 on plane 7 
 
Conditions:
Fabric link port goes down and comes up. IOS-XR does not log fabric port link
up messages by design to avoid flood of such messages during initial bring-up
or subsequent OIR/resets.  

"0 link down" message above indicates all the links have come back up. This 
bug is a request to change the format of the error from "0 link down" to "all
links up"
