Description (partial)

Symptoms: When FastEthernet SPA on SIP400 is used as the core-facing side,
switch virtual interface (SVI)-based EoMPLS/VPLS traffic does not flow out of
the pseudowires. Receiving Traffic on the pseudowire is fine.

Conditions: Occurs when FE spa on SIP400 is used as the core facing side for
SVI-based EoMPLS/VPLS. All the imposition traffic is dropped.
