Cisco Bug: CSCsy80279 - Hold/Resume not behaving properly after CUCM publisher deactivated

Symptom: Codec IP phone in stuck state when pressing hold/resume after the publisher is deactivated. Conditions: 1. CUCM B has 1 publisher and 1 subscriber 2. Codec 23005 from CUCM B makes a video call to a codec 22007 on CUCM A via the GSR 3. Codec 22007 answers. A and B talking. 4. Deactivate the publisher on CUCM B 5. A and B are still in talking state 6. A presses hold Issue: The A's IP phone shows the call is on hold but in reality A and B are still in communication in video plane 7. A presses resume Issue: The A's IP phone is stuck showing "resuming the call..." forever.
