Description (partial)

Symptom:

High CPU while SIP phones are the in the process of registering to CME (12.4.24T)

Conditions:

With following topology,

SIP IP Phones----SIP---3560POE---SIP---CME.

With around 100 sip phones, and 10-15 POE switches, if you reboot few POE switches, this causes the SIP phones to try and register with CME causing high CPU utilization with processes CCSIP_SPI_CONTRO and CCSIP_UDP_SOCKET which further prevents registeration of any phones.
