Description (partial)

If one side of a duplex pair of ICM CallRouters is hung on shutdown, it's possible for a PG to remain 'Actively' connected to it, and not properly fail over to the other surviving CallRouter.  This results in the PG not properly forwarding agent data, route requests & responses, etc.


Rare timing condition, triggered by a hardware fault on (ex.) CallRouterA:

1) Path to CC side B active after successful re-alignment
2) CC sideB reports poor response time
3)  Path to CC sideB now idle
4)  Attempt to re-align with CC sideA
5)  sideA hangs on shutdown, and does not respond to Realign_Req
6)  CC sideB reports good response time.
