Description (partial)

Symptom:
10k upgraded from 12.3(13a)BC1 to 12.3.(23)BC2.
After the upgrade, Advanced Spectrum Management feature is not working as before.

Conditions:
If SNR goes below the first threshold, we go to the second modulation, and this is correct.
But then we change again to the first modulation, using the second threshold as reference.

Example:
cable upstream 0 threshold snr-profiles 22 5
