Symptom:
 
 In certain condition (mainly in failover mode) the standby address cannot be
pinged and show failover show the interface flapping or in Normal (Waiting) state
 
 Conditions:
 - you use 4ge-ssm
 - you have configured on some port <8 subinterface and in some others >8
subinterface:
