Description (partial)

Symptom:
Following RP failover, Standby RP remains in 'Standby, not ready' state.

Conditions:

Due to a communications failure between the Sysmgr processes on the Active 
and Standby RPs caused sysmgr on Standby node to reset. Upon reset on
the Standby, sysmgr on standby sets the restart-in-progress flag with 
redcon but this flag does not get set immediately and we FO in the meantime.
This causes sysmgr to not clear this flag.
