Description (partial)

Symptom:
The interface flap on a OC48 SPA might cause the MSC to reload.

Conditions:
When the SONET clock is configured "source line" on both ends, the framer might
cause the interface to flap continously.  This might cause be too many
read/write sent to the PCI bus which in turn causes a critical error triggering
the MSC reload.

If the OC48 SPA interface is connected back to back with another CRS-1 OC48
interface (fixed PLIM or SPA) this other side could also hit the problem and
have the MSC reloaded.
