Description (partial)

Symptom:

Express Setup - Changing the Passwords for telnet causes the default definition for local password (USERID, PASSW0RD) to become inoperable.  The issue is that the DM thinks telnet access is not enabled, even though a local account exist.

Settings prior to changing the telnet password:

line con 0
line vty 0 4
 login local
line vty 5 15
 login local

After enabling telnet and setting password:

line con 0
line vty 0 4
 password boohoo
 login
line vty 5 15
 password boohoo
 login

This also does not affect the "ip http server authentication local" command.

If you, then use DM to disable the telnet, and it deletes the commands from the config, but leaves "login" command without the "local" option.
