Description (partial)

Symptom:
After an admin reload loc all, sfe_drvr restarts multiple times on some fabric cards in the system, and the planes corresponding to those cards remain Down. The following error messages are observed on the console:

adminSP/F1/SM4/SP:Oct  9 17:34:03.764 : sfe_drvr[114]: Load SEA Driver DLL.

SP/F1/SM4/SP:Oct  9 17:34:02.907 : sysmgr[75]: sfe_drvr(1) (jid 114) abnormally terminated, restart scheduled 


Conditions:

This issue was seen during router reload, when initiated with the "admin reload location all" command.
