Description (partial)

Symptom:
Upon deleting a queue from a policy-map the following error messages and traceback occurs:

Unable to attach service-policy to the interface.
Unable to attach service-policy to the interface.

Conditions:
This issue occurs if the following conditions are all true:

1) Policy-map is attached to at least one interface
2) queue-limit is configured on class-default
3) The last non class-default queue is removed
