Description (partial)

- PE routers are receiving graft packets for multicast group not destined to itself, resulting in ICMP TTL expired packets being originated and sent via the default route in the VRF.

- PE router has a default route configured in the VRF
- PIM Graft packet is received and processed by a transit PE router - not the source or destination of the PIM Graft packet.
