Description (partial)

Symptom:
- PE routers are receiving graft packets for multicast group 224.0.1.40 not destined to itself, resulting in ICMP TTL expired packets being originated and sent via the default route in the VRF.

Conditions:
- PE router has a default route configured in the VRF
- PIM Graft packet is received and processed by a transit PE router - not the source or destination of the PIM Graft packet.
