Cisco Bug: CSCsg36445 - wav file can't not be played if missing the optional Extra Format Size

Known Affected Releases
Symptom: CRS fails to play certain WAV files that appear to be entirely valid as they play in Windows Sound Recorder and Windows Media Player. Conditions: CRS requires the 18 byte fmt chunk and fails to interpret the 16 byte chunk correctly. Workaround record wave file in an 18 bytes format with the ExtraParmSize field set to 0.
