Description (partial)

Symptom:
The CLI allows the configuration of a qualified queue-limit, but the "show 
policy-map" or "show running-config" does not show the queue-limit 
configuration for qos-group values above 64. Also, the hardware does not 
configure the queue thresholds for qos-group values above 16 properly.

Conditions:
A qualified queue-limit configuration is issued with qos-group vlaues about 
16. This bug only appears on ME3400, C3750ME is not affected by this.
This bug is present in all the releases, and the fix will be released in
12.2(40)SE.
