Symptom: Cannot clear the Maximum Login Attempts Exceeded alarm for an unknown user.

Conditions: This problem occurs when the Control Panel > Security Properties pane > Login Preferences area > Max Retries field is set to 10. If you exceed 10 retries, it violates the database value for FAILEDATTEMPTS of size 1 (that is, Number(1)).
