When a node running IOS XR is a point of local repair (PLR) for MPLS Fast Reroute (FRR), the merge 
point address may be set incorrectly for some primary tunnels when both link protection and node 
protection backup tunnels are present.

Note that if IOS XR is a merge point node, this behaviour does not cause any harm but it may be 
possible that some third party node rejects the path change admission after FRR is triggered 
resulting in FRR active tunnels to go down.

IOS XR PLR assigns the node protection backup over link protection backup to all primary tunnels 
and hence this issue is not seen unless FRR bandwidth protection is enabled where node protection 
backup tunnel can not admit all the primary tunnels and hence some primary tunnels use node 
protection backup and some primary tunnels use link protection backup.

When primary tunnels reoptimizes after an FRR event, backup merge point address may get corrupted 
in above case.
