Description (partial)

Symptom:

Seeing some of the T1 serial interfaces are staying as down/down
after its sonet controller port is shut and no shut.

Conditions:

The above symptom is seeing on the C10000 platform router with 4chstm1-1
line cards in a MR-APS setup. It is seeing with max T1/HDLC interfaces allowed to
config over two OC3 ports on a 4chstm1-1 card. MR-APS is configed on each port.
The symptom is seeing after a shut and no shut on one of the two port, while it's
MR-APS Protect has MR-APS lockout enabled.
