Description (partial)

When local setup is run to edit a PG, the Quality of Service settings are being reset to the defaults.  Editing QoS private settings change the public settings back to default and vice versa.  

For example, after setting PG private QoS settings to High=12, Medium=12, Low=12 and save, those settings were saved, but when checking on the PG visible (Public) settings, they have been reset to defaults of H=26, M=26, L=10.
