Symptom:

TNP: previousl locale text gets mixed with current locale text.

Conditions:

Steps to reproduce:

Details of the phone model/loads/CCM versions:
1. Phone model: 7970, 7971, 7971G-GE, 7941G-GE, 7961
2. Phone load: 8.2(0.45) SIP & SCCP.
3. Locale: cm-locale-ja_JP-5.1.0.0-1048.cop
4. CCM version: 5.1.0.9901-82
Install 2 locales Japanese and French on CCM. PhoneA (TNP) is registered with CCM.
1. On PhoneA change user locale to Japanese.
2. Save and reset.
3. Phone registers successfully with CM having Japaense locale
4. Now change user locale on PhoneA to default English_United_states.

We see garbled text in some of the below mentions menus:
1. SW Port Configuration - status line at the bottom of screen.
2. PC Port Configuration - status line at the bottom of screen.
3. UI Config options 1,3,4,5
4. Device config -> N/W Config -> option2 - RTP
5. Device config -> Power save config -> option 5
6. Device config -> Media Config -> options 4,5,6,7
7. User preferences -> option3 (menus are also jumbled up in some cases).

Note that even if we move from french locale to default english locale we see garbled text in some menus. 

Stop CCM and failover to SRST, we see instead of "CM Down, features disabled" some garbled text. In case of previous locale being french, we see from garbled french text.
