Description (partial)

Symptom:

When a HTTP stream, containing a mix of ip fragments and 
non fragmented packet, matches a content and policy with 
'accounting type http' CSG may leak buffer, causing
all traffic to get dropped by CSG.

Conditions:
The issue occurs only if all of the following conditions are met:
1. The data flow must match a CSG Content-Policy
   pair that is configured for 'accounting type http'
2. CSG sees HTTP packet which is the first packet of a transaction.
3. HTTP packet should be followed by another HTTP packet which gets
   ip fragment before reaching CSG.
4. Under certain timing condition CSG may leak buffer corresponding 
   to first fragment.
